你的rsync可能已经把/ root /或/root/.ssh/文件夹的权限搞乱了。 你的/根文件夹的所有者不是root了，你的chmod应该是700。
以下命令应该解决这个问题
chmod 700 /root chown root:root /root chown -R root:root /root/.ssh
